Philip Seaver-Hall Appointed to PA Judicial Conduct Board

Philip J. Seaver-Hall has been appointed to the Pennsylvania Judicial Conduct Board as of December 5, 2025. The Board is a state agency responsible for investigating complaints of misconduct against judges of Pennsylvania's unified judicial system, and, when appropriate, filing formal charges against those judges found to have engaged in unethical behavior.

As noted in its press release, "The Judicial Conduct Board is an independent board within the judicial branch of the Commonwealth's government ... comprised of three judges, three attorneys, and six non-lawyer electors, all of whom are Pennsylvania citizens. Half of the Board members are appointed by the Governor and half by the Supreme Court." Philip was appointed by Governor Shapiro.

At Knox Law, Philip focuses his practice on appellate, constitutional, commercial, and civil-rights litigation. He has argued before the Third Circuit Court of Appeals, the Supreme Court of Pennsylvania, the Commonwealth Court of Pennsylvania, the Superior Court of Pennsylvania, and numerous trial courts throughout Pennsylvania. Philip is a member of the Foundation for Individual Rights and Expression (FIRE)'s Legal Network, a nonpartisan group of attorneys who litigate cases in defense of the fundamental rights of expression, association, and conscience.
